Description of Project:

This project involved requesting and guiding the District Social Welfare Officers in 49 districts to develop systematic and complete MS Excel databases of Community Welfare Assistance Committees (CWACs). The CWACs were to be fully identified and the constituencies and wards in which they are located had to be identified consistently with the Central Statistical Office (CSO) records from the 2010 Census of Population and Housing. Palm Associates wrote code in Stata to catch any errors in the lists within minutes of arrival. This completeness and consistency requirements rendered the process iterative as the initial lists were marred with name errors, duplicates, and many such errors. Once all the corrections had been made, Palm Associates then sorted each district list and assigned within-district unique codes to all the CWACs in the district. These codes, together with the provincial, district, consitituency and ward codes from the CSO are used to uniquely identify the CWACs in the identification forms (Form 2) and in enumeration forms (Form 1s). From Form 1, the codes are the ones that are later entered into the national SCT MIS..

 

Description of actual services provided by your staff within the assignment:

•     The project director provided direction and supervised the work of the IT Specialist

•     The IT specialist implemented all the programming while also coordinating with the district staff. Any problems beyond his control were referred to the project director, who in turn constantly consulted with the senior MCDMCH staff from the HQ
